Google Voice - what it is and what it is not
Google Voice gives you a phone number, voicemail transcription, and basic call forwarding. That is it. It does not answer calls automatically, it does not book appointments, it does not speak languages other than English, and it does not integrate with your calendar in any conversational way.
Cost: $10-$30/month per user.
Setup: 30 minutes.
Best for: Solo entrepreneur who wants a business number and does not have missed-call volume yet.
Where it breaks: The moment you actually have inbound call volume, Google Voice cannot answer for you - so it does not solve the missed-call problem, only the "I need a number" problem.
Twilio Flex - what it is and who it is for
Twilio Flex is a programmable contact centre. You build your own call flow (IVR, routing, agent screens, integrations) using Twilio's SDKs. It is enormously powerful and enormously flexible.
Cost: $1-$3.75 per active user hour + platform fees, plus a lot of engineering time.
Setup: 4-12 weeks for a mid-sized contact centre, requires developer resources.
Best for: Large contact centres (50+ agents), heavily custom workflows, in-house dev team.
Where it breaks: Overkill for any service business with fewer than ~20 agents. Small businesses trying to use Flex end up either paying a consultancy €30,000+ to build a call flow, or building something half-finished themselves.
AI phone receptionist - what it is and who it fits
A purpose-built AI phone receptionist (IT Habit, Goodcall, others) answers every inbound call automatically, holds a natural conversation, books appointments live, sends SMS confirmations, and escalates to a human when needed. It is a turnkey product, not a platform.
Cost: €150-€300/month for small business tiers.
Setup: 48h-3 days.
Best for: Service businesses with any real inbound call volume (30+ calls/month) that need every call answered and cannot afford a receptionist hire.
Where it does not fit: If you need a full contact-centre agent-desktop with 50+ agents and heavy custom workflows (that is Flex territory), or if you have almost no call volume at all (that is Google Voice territory).
The pattern that decides for you
You have < 20 calls/month, mostly one-way → Google Voice + voicemail transcription is fine.
You have 30-500 calls/month and need every call answered, plus bookings → AI phone receptionist. This is 90% of service businesses.
You have 500+ concurrent calls/hour, 20+ human agents, and highly custom workflows → Twilio Flex or another CCaaS platform (Genesys, Five9, Talkdesk).
Most service business owners we speak to think they are in the third bucket because "we get a lot of calls" - but a busy salon getting 400 calls/month is squarely in the AI receptionist bucket, not the contact-centre bucket.
Why not build my own with Twilio + ChatGPT?
A common question in 2026. The honest answer: it is technically possible but almost always the wrong ROI for a small business owner.
To build a production-quality AI phone receptionist yourself with Twilio (voice), OpenAI/Anthropic (LLM), ElevenLabs (voice), a calendar API, an SMS provider, and glue code, expect:
- 6-12 weeks of senior developer time.
- €5,000-€15,000 in initial dev cost.
- Ongoing maintenance: latency tuning, prompt tuning, error handling, escalation logic, GDPR compliance work, dashboard for you to review calls, and 24/7 uptime monitoring.
- Feature drift against dedicated products that ship improvements weekly.
For a business owner, the cost-benefit of "buy" over "build" is dramatic - you get a maintained, updated product for €199-€249/month vs. €15k build cost + engineering time you do not have.
What to test
Whichever direction you lean, run one test before committing:
1. For Google Voice: check whether you actually have zero booking intent on your phone line. Do a one-week audit of missed calls and whether any of them would have booked.
2. For AI receptionist: make five test calls (see our provider comparison guide). Test language, latency, calendar accuracy, escalation.
3. For Twilio Flex: get three vendor quotes for a build-out and add them to your total cost of ownership. Compare against 3 years of AI receptionist subscription.
Most small service businesses that run this exercise end up at AI receptionist for the correct reasons.
